The Winston Avenue Urban Design Framework sets an exciting high-level vision to shape how Winston Avenue can evolve in the future. Developed in partnership with local businesses and the community, the Framework aims to establish a street that is safe, walkable and supports community liveability. Seven design principles were identified to guide investments into public realm, transport infrastructure and placemaking initiatives over time.

Winston Avenue is a long (almost 3km) suburban street that accommodates local shopping nodes while also functioning as a busy local transport route. By undertaking a ‘Movement and Place’ assessment together with a ‘PlaceCheck’ analysis, we developed the ‘Move / Slow’ Concept.

This idea identifies some parts of Winston Avenue as places to slow down, spend time, and engage with the street environment (‘Slow’), while other sections are designed to support efficient movement (‘Move’).

This approach was carried through the Urban Design Framework by identifying the right improvements in the right locations, including safer pedestrian crossings, reduced traffic speeds, shopfront upgrades, side street treatments, resolution of parking areas, park upgrades and improved wayfinding.

Consultation on the Urban Design Framework (UDF) is open until 22nd June 2026.
