Jensen PLUS prepared a Master Plan for the Tooleybuc district in response to anticipated growth arising from significant investment in horticulture plantations. This investment has the potential to generate significant jobs for the Tooleybuc district and broader area, including Swan Hill. Sustainably managed growth of the Tooleybuc township and district is essential and required consideration of the projected employment and population growth for Tooleybuc, to accommodate the anticipated increase in demand for permanent and seasonal worker accommodation. Cabins, holiday accommodation and housing are also positioned on the riverfront of the Murray River.

The Master Plan established a vision for Tooleybuc, and set out 10 Strategies and principles to guide decision making to facilitate growth. It considered a range of growth opportunities in response to low, medium and high growth scenarios modelled, and recommended short term growth management measures including priority housing areas, along with strategic directions for longer term growth of the township when this additional need arises.
