Liveable and affordable housing for Campbelltown – Consultation Underway

Campbelltown City Council has released its Draft Local Housing Strategy, setting out a new direction for how housing will evolve across the city in response to growth, affordability pressures and changing community needs.

The Strategy also responds directly to the Greater Adelaide Regional Plan, which identifies the need for significant housing growth across the region and requires councils to plan for increased supply over the coming decades.

Campbelltown, in Adelaide’s north-east, continues to attract new residents due to its location, lifestyle and access to open space - but this growth is also placing pressure on housing supply, affordability and neighbourhood amenity. The Strategy responds to these challenges by balancing the need for more housing with the importance of maintaining the character and liveability of local suburbs.

Importantly, the Strategy is grounded in detailed research and engagement, identifying how people live today and how housing needs are changing - including smaller households, an ageing population, and demand for more diverse and affordable housing options.

It also reflects strong community feedback, with residents highlighting the need for better access to affordable housing, especially for young people, improved design of new development, and protection of local character and green spaces.

Four key goals shape the Strategy and a targeted at the policy gaps and community priorities identified by our team:

• Liveable and Climate-Ready Housing
• Housing for All Ages and Abilities
• The Right Housing in the Right Places

The Strategy includes potential initiatives designed to improve outcomes on the ground. This includes proposing that smaller one or two-bedroom homes be included in certain developments, and targeting apartments in some locations, instead of more townhouses and lower-scale infill elsewhere.

It also proposes a Neighbourhood Improvement Programme, which would deliver targeted upgrades in areas experiencing infill development. This could include improvements to footpaths, street trees, parking, local parks and stormwater infrastructure, helping to maintain liveability as neighbourhoods evolve.

Community feedback will help shape the final Strategy before it is adopted.
